I think this aicraft can be one Short 184 Seaplane

the short S.184 was one torpedo bomber ;)

For your interest pictures sold between 40-50 € each on ebay.

Maybe its more a S.827 then? It has only 2 bladed propeller whilst 184 has 4 bladeed propeller.
