I am not specialist but I think that N°1 is right -That flying boat is probably  a C.A.M.S type 37
may be reconverted for civilian use

Looks more like it. And it would explain the 2 holes in the bow. Could be like Bruno said former observers nest modified for civil transport use?

 I think that the Rudder of the Cant dont match wiith the photo
I know that one version the CAMS 37/12 have a four place enclosed cabin
(one built only)

The Rudder yes, but everything else matches so could be a modification of this plane.
